WVDCR's FY2025 annual report lists North Central Regional Jail and Correctional Facility with a rated population of 564. That number is a rated facility figure, not a live head count. Section 15 of the Harrison research also notes later local reporting that lawmakers discussed North Central operating above capacity in October 2025, but the official current anchor for the facility page is the FY2025 rated population. The facility also has a broader role than a single-county jail because it receives jail inmates from multiple counties and contract federal detainees.
For a current Harrison County inmate search, the rated population does not prove that a person is in custody. Use the roster, daily incarcerations, or facility phone line. The population number is best used to understand the size and pressure of the regional jail system.

Driving directions in the research point from Clarksburg to U.S. Route 50 west, then right onto Stone Valley Road, first left onto Duckworth Road, and right onto Lois Lane. The visitation rules say no local transportation or bus service is available, so visitors should confirm route, schedule, and approval before traveling from Harrison County.
North Central Inmate Visits
North Central visits are non-contact, scheduled in advance, and limited by the facility rules captured in the official visitation PDF. Each inmate is permitted one visit per month unless a special visit is approved. Visits last 30 minutes. Adult visitors must sign the logbook and show valid government-issued photo ID. Visitors are subject to searches and should leave personal items in the vehicle. Inmates request visits through the kiosk or by NCRJ Form 5-0033 when the kiosk is not working. Requests are made between Monday morning and Thursday noon for the following week's visit cycle. Anyone not listed on the request is not eligible to visit.
North Central Inmate Mail
WVDCR uses a statewide mail-scanning process for offender letters. The WVDCR mail rules require the inmate's first and last name, OID number, and the full facility name with no abbreviation. Mail goes to the Phoenix, Maryland scanning address, not directly to Lois Lane. Senders must include a full return address with full first and last name. The rules also prohibit photographs, multiple offenders in one envelope, and attachments or enclosures beyond handwritten or typed letters.
For phone and video, WVDCR says it contracted with GettingOut. For deposits and phone funding, ConnectNetwork lists West Virginia DCR services and notes that only AdvancePay and Trust services are available for regional jails including North Central. North Central Inmate Booking
Harrison County booking is a multi-agency path. A city officer, sheriff's deputy, State Police trooper, or other officer may make the arrest, while North Central receives the person into WVDCR regional jail custody. The public Daily Incarcerations table can show same-day admissions by county or by institution. On July 2, 2026, the research found North Central admissions displayed with time, name, birth date, and gender fields, while full detail links routed back through the CAPTCHA search flow.
Booking is not the same as conviction. Intake can include identity checks, property, classification, housing, bond processing, and later court review. If a person is sentenced to DOC custody, the search path may shift from the regional jail roster to the WVDCR prison/offender search. About North Central Inmates
North Central opened in August 2001 and is described by WVDCR as one of West Virginia's largest jails. Its regional role is why Harrison County inmate records can appear in state jail systems rather than a county sheriff jail database alone. The Harrison County Sheriff remains important for arrests, warrants, transport, local reports, court security, and FOIA requests, but WVDCR controls the facility rules, regional jail roster, visitation rules, mail process, phone/video vendor, and current jail custody display.
Federal context also matters. WVDCR's FY2025 annual report says North Central houses federal detainees by contract for the U.S. Marshals Service. That does not turn the facility into a BOP prison. A sentenced federal inmate may be searched through BOP, while a federal pretrial detainee in a USMS contract bed may need court or marshal confirmation. Immigration detainees are handled through ICE ODLS when ICE custody is involved, and no ICE detention facility in Harrison County was found in the research.
